Positives
Giving an extension for time for written submissions was "quality engagement" by the Government. “Well done”.
Protection against the sale of Maori land will remain strong through a 75 per cent threshold for agreement among owners.
The Government's recognition of landlocked land, and rating and valuation issues (although "belated") was commended.
Countries trying to gain independence.

Negatives
There were consultation flaws. The consultation hui in June last year breached legal standards, there wasn’t sufficient time or information for “meaningful participation” by Maori.
If there is not more, properly informed and broad support for the bill, then the Government is in breach of the Treaty.
